Anyone with blond hair is a blond. If it's a women with obviously bleached hair she is a "bleach-blond". Some black women do have naturally blond hair but it's not common. It depends on what you are talking about. If you are trying to describe her to someone, you would include the fact that she is black but has blonde hair. The only time I think that people say "She's a blonde" and they are not describing what someone looks like, I think they are referring to the stereotypes associated with being a blonde.

If she dyed her hair blonde,then it can be said shes a blonde or she dyed her hair blonde. I dont think blonde hair is as attractive as darker hair, but it seems to compliment the skin tones of some black women. I know it will compliment my skintone, but thats not my thing.

Chuy M has it right. I would say she is blond, not a blonde. My hair is bleached and everybody just calls it gold or golden. Nobody ever calls me the blond haired black girl.
